The federal Cabinet members, secretaries from significant ministries, and Dr. Qaiser Bangali, the deputy chairman of the Planning Commission, led the committee in submitting its initial results to Prime Minister Shehbaz Sharif. Their priorities were cutting back on government spending and recognizing its infrastructure.

To prevent unnecessary official travel through teleconferencing, the committee recommended involving the private sector to improve service delivery and reduce expenditures. It also recommended taking government expenditures like vehicles off from officers, who turn them into businesses.
In compliance with international best practices, Prime Minister Shehbaz established a high-level committee to produce a comprehensive report in ten days.
